About Steve Riggs

Steve Riggs has won 14 elections and lost 0 using his own brand of campaign management techniques. He was first elected as an education reform champion. 

Riggs represents about 45,000 citizens of the 31st legislative district in southeastern Jefferson County. He began his service in 1991, and both his lawmaking experience and seniority enable him to make a big difference in legislative matters on behalf of Kentuckians. Riggs served as the chairman of the important Local Government committee. This committee has jurisdiction over Louisville, 400 other cities, and 120 counties in Kentucky. He is also the senior and ranking member of the Banking and Insurance Committee and serves on the Transportation Committee, as well. Previously, Riggs served on the Military & Veterans Affairs committee for several terms.

Riggs, a Democrat, was first elected to office by championing reform and improvements to education in Kentucky. He strongly believes in community and public service and thinks it's important for everyone to serve in some way, in order to keep our democracy strong.

Riggs served in 2015 as the Kentucky State Director in the Draft Joe Biden for President  organization.  Riggs has served in the U.S. Coast Guard Auxiliary for over 15 years and previously served as a Flotilla Commander.

Education improvements and reform are called for by Riggs.  Using new technolgy in the classroom to assist teachers to improve achievement must be a priority. 

The Kentucky League of Cities KLC gave Riggs their Legislator of the Year Award in 2008. In 2018, he received the state-wide best Friend Award from KLC>. This was earned by numerous pieces of legislation to improve the management, professionalism, and efficiency of local governments for which we all count on for a variety of services like police, fire, and EMS. 

Riggs also concentrates on small business issues and concerns. He is always looking for ways to boost the prosperity of small business, work, and the economy in Kentucky. The National Federation of Independent Business (NFIB), known as the Guardian of Small Business, once awarded him an A with recognition of also having a 100% approval voting record in the 2012 session.

Riggs graduated from University of Kentucky in 1981 with a Bachelors degree in Business Administration. He is a co-partner of an insurance brokerage firm in Louisville which specializes in commercial insurance and has clients in many states. He has been married to Jenny, his wife and college sweetheart, for 30 years and has two children, Tyler 26, and Kelly 21. Jenny is an elementary school teacher in Jefferson County.
